"Late Fee Penalty" rows are the PENALTY ADD-ON, not the new total — a non-working dog paid late costs $127 + $63.50 = $190.50 (which is, coincidentally, the same number as the Dangerous Dogs base fee — verified as a coincidence, not a data error, against the live table). Failing to register at all (not just paying late) is a separate $300 infringement plus the registration fee under the Dog Control Act (council's own dog-registration page), on top of, not instead of, the late fee above. The page also carries a July-to-June pro-rata scale for dogs first registered partway through the year — a different mechanism from the late-payment penalty, not recorded here.
