Penalties for paying late
“A penalty of 10% is added to each instalment or part thereof that is unpaid after the last date for payment. ... The previous year's rates that remain unpaid will have a further 10% penalty added on 10 July 2027.” — Chatham Islands Council's own wording.
The penalty dates are 15 September 2026, 15 November 2026, 15 February 2027 and 15 May 2027 (the day after each instalment's due date above); a further 10% on any of the previous year's rates still unpaid, applied 10 July 2027 for the 2026/27 year specifically (this date moves year to year - see notes).

Dog registration
Council's own current Dog Control Policy 2022 (cic.govt.nz, PDF): 'All dogs in New Zealand must be registered in accordance with section 36 of the Act. This means that all dogs must be registered by 30 June each year for the ensuing year... Dog registration fees increase incrementally if not paid by due date (section 37(2)(f) of the Act).' No specific calendar penalty date is stated anywhere on the council's own site. Section 4.2 of the same Policy lists, among fee-setting considerations, that Council may 'remove discounted fee for the late registration of dogs' -- read together with the Annual Plan's two-tier 'Dog registration' (standard) vs 'Dog registration - Early' (discounted) fee structure, this is almost certainly the mechanism behind the discount, but no dated cutoff between the two bands was found stated anywhere live.
