Penalties for paying late
“A charge of 10 percent will be added to any amount of the current rate instalment unpaid after the due date. An additional 10 percent penalty will be added on 28 July 2025 to any rates remaining unpaid from previous financial years at 1 July 2025. [Water rates:] Under sections 57 and 58 of the Local Government (Rating) Act 2002, a 10 percent penalty will be added to any portion of a current water rates invoice unpaid after the due date specified on each invoice.” — Kāpiti Coast District Council's own wording.
General rates: 10% applied the day after each of the four instalment due dates (10 Sep 2025 / 10 Dec 2025 / 10 Mar 2026 / 10 Jun 2026). A separate 10% prior-year arrears penalty is applied once a year on 28 July, for anything unpaid from previous financial years as at 1 July. Water (volumetric) penalties are area/cycle-specific, mostly 1 day after that cycle's due date, but the Waikanae/Nikau Valley/Otaihanga/Paraparaumu Beach area's first 2025/26 cycle (Sep-25 & Dec-25 meters) has a SAME-DAY penalty (due 20 Jan 2026, penalty also 20 Jan 2026) — a rare same-day case (previously only Napier, batch 11), alongside 1-3 day gaps on its other cycles and on the other two water areas.

The Animal management fees page's own 2026/27 fee-schedule tables give every category a 'Registration fee (pro-rated)' column and a 'Fee (including penalty) if paid after 5pm, 31 July 2026' column — a same-day cutoff (5pm on the due date itself), not a next-day rule. The Dog registration and renewal page's plainer wording: 'Dogs registered after 31 July may incur a late fee.'
