“Instalment penalty: A 10% penalty is charged on rates that are unpaid after the instalment due date, effective from the next day. You can request to have an instalment penalty reversed once every three years. Penalty for rates unpaid by 30 June: A 10% penalty is charged on rates that remain unpaid as of 30 June. If rates are paid by direct debit method, your rates will clear by 30 June and no penalties are incurred.” — Porirua City Council's own wording.
10% applied the day after each instalment's own due date (2 Sep / 2 Dec / 2 Mar / 2 Jun for 2026/27, i.e. a 1-day gap after the 1 Sep/1 Dec/1 Mar/1 Jun due dates); a further 10% on any balance still unpaid as of 30 June each year (an end-of-rating-year layer; no additional prior-year-arrears step beyond this was found stated). One penalty reversal may be requested every three years.
