Hamilton's own fee schedule literally labels the two rate tiers "Category 1" and "Category 2" with no further name on the fees-and-charges page itself — never invented as "desexed"/"entire" since the council doesn't call them that there. The renewal page defines them instead: Category 1 = "had no substantiated complaint(s), warnings, impounding, or infringement notices and been prosecution and offence-free for a 24-month period" plus met legal requirements; Category 2 = "All other dog owners." So this is a responsible-ownership-history discount, not a desexing discount. Multiple-dog permit fees ($90 first permit, $43 annual renewal) are separate from registration and not counted above.
