The 'penalty' portion of the after-31-July figure works out to exactly 50% of the standard fee in every paid category ($283.50 = $189 x 1.5, $210 = $140 x 1.5, $154.50 = $103 x 1.5, $97.50 = $65 x 1.5), but PNCC's own page states this as dollar totals, not as a stated percentage — the 50% is an observation from the numbers, not quoted council wording, so it is not asserted as their stated rate.
