“We impose additional charges if you do not pay your rates by the due date. The penalty is 10 per cent of the outstanding amount. You will incur additional charges every six months until your rates arrears and penalties are paid in full.” — Palmerston North City Council's own wording.

Paying your rates

PNCC's own 'Dog registration fees' accordion (Register-your-dog page) publishes a table headed 'Standard fee from 1 July 2026' vs 'Total fee (including penalty) if paid after 31 July' — its own wording explicitly calls the after-31-July figure a penalty-inclusive total, e.g. General registration $189 -> $283.50. Separately, its 'Penalties for unregistered dogs' accordion states: "It's an offence to have an unregistered dog... If your dog is found without the correct registration tag, it will be considered unregistered and could be impounded. The infringement fee for unregistered dogs is $300."
