“A 10 per cent penalty is added to the remainder of any instalment not paid by the due/penalty date. An arrears penalty of 10 per cent may be added on 1 July to rates and penalties unpaid from previous rating years. A further 10 per cent arrears penalty may be added on 1 January to rates that still remain unpaid from previous rating years.” — Waikato District Council's own wording.
10% applied on the due/penalty date attached to each of the three instalments (21 Sep 2026 / 20 Jan 2027 / 20 May 2027 for the 2026/27 year); separately, a 10% arrears penalty MAY be added on 1 July to any rates/penalties unpaid from previous rating years, and a further 10% MAY be added on 1 January to anything still unpaid from previous years — a two-layer regime (per-instalment plus twice-yearly arrears), the council's own wording uses 'may' for the arrears layer rather than stating it as automatic.
