Penalties for paying late
“Pursuant to Section 58(1)(a) of the Local Government (Rating) Act 2002, an additional charge of 10% will be added on the penalty date above, to all amounts remaining unpaid for each instalment excluding metered water rates.” — Central Hawke's Bay District Council's own wording.
10% applied the day after each general-rates instalment due date (21 Aug 2026 / 21 Nov 2026 / 21 Feb 2027 / 21 May 2027 for the 2026/27 instalments above); a further 10% arrears penalty on rates assessed in previous financial years and remaining unpaid as at 30 June 2027, added 1 July 2027 (Section 58(1)(b)); both penalty clauses explicitly exclude metered water rates, and the Annual Plan does not separately state a penalty percentage or date for the metered water schedule

Dog registration
The Animal Services team send out annual dog registration notices in June each year, and registration fees must be paid by 1 August. After 1 August, a penalty of up to 50 percent of the registration fee per dog will be imposed. Non-registration will result in an infringement being issued to owners.
