Ordinary water use is included in general rates, but Water by meter — three-monthly invoicing (properties with a metered/extraordinary water supply) and Water by meter — six-monthly invoicing (properties with a metered/extraordinary water supply) is billed on its own schedule.

Penalties for paying late
“A penalty of 10% will be added to any portion of rates (except for water by meter) assessed in the current year which remains unpaid after the relevant instalment due date, on the respective penalty date. Any portion of rates assessed in previous years (including previously applied penalties) which remains unpaid on 17 July 2026 will have a further 10% added, to be added on 20 July 2026, and if still unpaid, again on 20 January 2027. A penalty of 10% will be added to any portion of water supplied by meter, assessed in the current year, which remains unpaid after the relevant instalment due date, on the respective penalty date.” — Hastings District Council's own wording.
10% on each general-rates instalment, applied on a distinct penalty date 2-6 days after the due date (2 Sep 2026 / 25 Nov 2026 / 2 Mar 2027 / 26 May 2027 for the 2026/27 instalments above); the identical 10% structure applies separately, on its own penalty dates, to the water-by-meter schedules; a further 10% arrears penalty on any prior-year balance still unpaid on 17 Jul 2026, applied 20 Jul 2026, and again on 20 Jan 2027 if still unpaid

Not a stated percentage — a higher fee tier applies. HDC's own Fees & Charges page (Animal Control Fees and Charges approved for 1 July 2026 to 30 June 2027) publishes 'Full Fee (before 1 August)' vs 'Full Fee (after 1 August)' columns, e.g. $144.00 -> $216.00. Separately, the Dog Registration page states for unregistered dogs: 'If your dog is not registered, you can be fined $300 and the dog can be impounded.'
