Water rates
Ordinary water use is included in general rates, but Water by Meter – Commercial (quarterly) and Water by Meter – Domestic (annual) is billed on its own schedule.

Penalties for paying late
“That rates other than water by meter charges are due and payable in four equal instalments. A 10% penalty will be added to any portion of rates (except for Water by Meter) assessed for the 2026/27 rating year that remains unpaid after the relevant instalment date... as provided for in section 57 and 58(1)(a) of the Local Government (Rating) Act 2002. Any portion of rates assessed in previous years (including previously applied penalties) which remains unpaid on 30 July 2026 will have a further 10% added, firstly on 31 July 2026, and if still unpaid, again on 31 January 2027. [Water by Meter] A 10% penalty will be added to any part of the water rates that remain unpaid by the due date... as provided for in section 57 and 58(1)(a) of the Local Government (Rating) Act 2002.” — Napier City Council's own wording.
For ordinary rates, 10% is applied on the SAME DAY as each instalment's own due date (penalty date equals due date: 19 Aug / 18 Nov / 17 Feb / 19 May for 2026/27) — the only same-day penalty-timing case found anywhere in this sweep so far, unlike Far North's 7-day gap, Kaipara's 1-day gap, Waipā's ~7-8 day gap or Porirua's 1-day gap (all researched this same batch). A further 10% is added to any prior-year arrears still unpaid on 30 July 2026, applied 31 July 2026, and again 31 January 2027 if still unpaid. Water by Meter charges (extraordinary/metered supply, billed separately — see waterBilledSeparately) carry their OWN 10% penalty applied 6 days after their own due date (e.g. 20 July due, 26 July penalty) — a different gap from the ordinary-rates same-day rule.
Dog registration
Register-your-dog page: 'You're then required to renew your registration annually before 1 July. If your registration fee is not fully paid by 31 July, a late payment penalty will be charged.' The current (2026/27) fee table frames this as a two-tier fee rather than a stated percentage, e.g. Full fee $142.00 if paid by 1 August, $206.00 if paid after 1 August (a jump of roughly 45%, not itself labelled a percentage by NCC).
