Penalties for paying late
“A charge of 10 per cent will be added to any portion of rates assessed in the current year which remains unpaid after the relevant due date of each instalment. An additional charge of 10 per cent applies to any portion of rates assessed (including previously applied penalties) in previous financial years which remain unpaid on 1 July 2027.” — Wairoa District Council's own wording.
General rates (non-metered-water): penalty added the day after each instalment due date (21 Aug 2026, 23 Nov 2026, 22 Feb 2027, 21 May 2027). Water by meter targeted rates: penalty added 22 Sep 2026, 22 Dec 2026, 22 Mar 2027, 22 Jun 2027. A further 10% arrears penalty added 2 Jul 2027 on anything still unpaid from prior years.

Dog registration
No separate late-penalty percentage is stated as a standalone figure; instead the registration fee itself steps up to a higher 'Paid after 1 August 2026' rate for every dog class (e.g. Class S rises from $145.00 to $218.00, a 50% increase) -- the approved schedule frames this as the fee amount itself, not a bolt-on penalty line. Separately, owners of unregistered dogs face fines up to $3,000, or an infringement fee of $300, in addition to the registration fee (per the Dog Owners page).
