What's on the bill

Water rates

Ordinary water use is included in general rates, but Metered Water (no penalty applies to this schedule) is billed on its own schedule.

Penalties for paying late

“Pursuant to Section 57 of the Local Government (Rating) Act 2002, Timaru District Council prescribes penalties on unpaid rates. A penalty under section 58(1)(a) of 10% of the amount of the instalment that remains unpaid after the due date of that instalment will be added on or after the stated penalty dates. A further penalty under section 58(1)(b) and 58(1)(c) of 10% of the amount of any rates from previous financial years remaining unpaid on 22 July 2026 will be added on 22 July 2026; an additional 10% penalty applies to previous-years' rates still unpaid on 22 January 2027. Penalties will not be applied to the metered water targeted rates.” — Timaru District Council's own wording.

22 Sep 2026 / 19 Jan 2027 / 23 Mar 2027 / 22 Jun 2027 for the four 2026/27 instalments — note instalment 2's gap (18 Dec due date to 19 Jan penalty date) is over a month, much longer than the few-days gap on the other three, apparently to span the Christmas/New Year period. Plus two further 10% penalties on prior-years' arrears: added 22 Jul 2026 (for anything unpaid at that date) and — per the council's own page, verbatim — 'added on 13 January 2027' for amounts 'that remain unpaid on 22 January 2027' (the stated addition date is 9 days BEFORE the unpaid-check date it's supposedly triggered by; recorded as-published, not corrected). No penalty applies to the metered-water schedule at all.

Paying your rates

• ✓ You can pay by weekly, fortnightly, monthly, quarterly, and annually, not just as one lump sum.
• ✓ Direct debit is available.
• ✓ This council uses Payble, a self-service payment platform, for flexible scheduling.
• ✓ Card payments: None — "There is no charge for credit card and debit card payments" (council's own wording); direct debit via bank has no council-side fee either, though the ratepayer's own bank may charge a set-up fee.

A flexible plan doesn't move the formal due date — the penalty above still applies if you fall behind against each instalment, even if you're paying weekly.

Dog registration

Dog Registration page: 'Registration is due in July and must be paid by the 31st of August, otherwise an additional 50% late penalty fee applies.' Dog Registration Fees page states the statutory basis explicitly: 'Late Registration: Plus 50% of the appropriate fee (as provided by Statute) in the event of a dog not being re-registered by 1 September.'
