Penalties for paying late
“A charge of 10% will be applied to any portion of the current instalment not paid on or before the due date shown. Additional charges of 10% are added on 1 October and 1 April each year to the amount of rates and additional charges that remain from previous rating years.” — Christchurch City Council's own wording.

Christchurch City Council's own adopted fees schedule: "Responsible dog owners will have until 31 July to pay their reduced fee. Penalty fees may be applied after 1 August." No late-payment percentage is stated on the page itself; its own fee table shows every category rising roughly 50% from 1 August (e.g. standard un-neutered $101.00 → $152.00) — the council's fees page separately cites that 50% as the dangerous-dog uplift under s32(1)(e) of the Dog Control Act 1996, not a late-payment penalty rate.
