Penalties for paying late
“A 10% penalty is applied to any amount outstanding from the previous instalment (we do not charge penalties on previous years' outstanding invoices).” — Ōpōtiki District Council's own wording.
Applied to any balance from instalment 1 still outstanding when instalment 2 is invoiced (and the mirror case into the following year) — ODC's own page gives no fixed day-count gap and tells ratepayers to check their own invoice for the exact due date. Notably NO compounding prior-year arrears penalty is charged, explicitly ruled out in ODC's own words ('we do not charge penalties on previous years' outstanding invoices') — the opposite of most other councils in this sweep, which add a repeating arrears penalty.

Its own fee table separately reads 'Discounted fee (applies if paid on or before 3 August)' / 'Full fee (applies if paid after 3 August)'. The council's formally adopted Fees and Charges schedule PDF (a two-year comparison table headed 'Charges 1 July 2025' / 'Charges 1 July 2026', confirming 2026-27 as the current year) states the identical fee categories and dollar figures but gives the cutoff as 'Discounted fee (applies if paid on or before 1 August)' / 'Full fee (applies if paid after 1 August)' instead - a genuine three-way same-topic conflict (31 July / 1 August / 3 August) across the council's own pages.
