Council does not use the word 'penalty' for this — Animal Services' Dog Registration page states plainly 'This year, fees have increased by 10% for most dog owners to help cover operating costs' (that's the YEAR-ON-YEAR increase, not a late fee) and separately its current fees page publishes two dollar columns per dog category: 'Pay Before 4 August 2026' and 'Pay on or after 4 August 2026', roughly a 49-50% jump between the two for most categories (e.g. Normal Entire $154 -> $230).
